CSN Announces Regional Sustainability Partnership with Sublette County SAFV Task Force

Jackson, WY — Community Safety Network (CSN) announced that it will serve as fiscal sponsor for the Sublette County Sexual Assault & Family Violence Task Force in a new sustainability partnership designed to strengthen rural survivor services across the region. 

This partnership does not merge programs or blend services. Both organizations will remain distinct, community-based entities serving survivors in their respective counties. 

  • Sublette County survivors will continue receiving services locally through the SAFV Task Force. 
  • Teton County survivors will continue receiving services through Community Safety Network. 
  • Donor funds designated for Teton County remain in Teton County. 
  • Donor funds designated for Sublette County remain in Sublette County. 

Under the fiscal sponsorship model, CSN will provide administrative infrastructure, grant management, compliance oversight, and support of advocates. Direct service delivery, community partnerships, and local identity remain with each organization. 

“This model recognizes the strength of CSN’s organizational leadership and systems, and leverages them to support rural sustainability,” said CSN Board Chair Dawn Pruett. “It allows local advocates to focus on survivors while ensuring accountability and long-term stability.” 

The approach reflects a growing trend in rural states, where small nonprofits benefit from shared infrastructure while maintaining community control and identity. 

For Teton County supporters, this partnership does not dilute local focus or redirect local resources. CSN’s mission, staffing, and service delivery in Teton County remain unchanged. Community Safety Network remains committed to transparency, accountability, and community-rooted service in Teton County. 

“In counties across Wyoming, maintaining complex compliance standards, grant oversight, and advocate support systems is creating significant strain on small organizations, said Shannon Brooks Hamby, CSN Executive Director. “Both organizations recognized an opportunity to align strengths — local service delivery in Sublette County with CSN’s established administrative infrastructure — to create a stronger, more sustainable model that is focused on supporting survivors of violence when they need it most.”
